From Hurricane Survivor to Hero: Trooper Inspired a Law to Protect Other Dogs!

May all states adopt this law!

Pets should be treated the same as family members. Adopt them and LOVE and CARE for them their whole life through because they ARE family. Come Hell or high water, or Wind or [wildfi.res] they should be BY YOUR SIDE.
Bravo for making this LAW there. It should be law everywhere.👏💖🐕🐕‍🦺🐈

When Hurricane Isaias approached Florida on Oct. 9, 2024, Gov. Ron DeSantis issued a serious warning to pet owners: [a.ban.do.ning] a dog tied up outside during a hurricane could [le.ad] to up to five years in [pr.is.on].
But behind that warning was the [he.artbre.aking] story of a dog who had already experienced the [te.rrif.ying] consequences of being [left] behind.

Two years earlier, as Hurricane Milton [thre.atened] Florida, a dog was discovered [ti.ed] to a fence beside Interstate 75 near Tampa. Around him, floodwaters continued to rise. The water had already reached his chest, yet he remained [tr.app.ed], unable to escape as the [storm] closed in.
People were fleeing to safety, but the helpless dog had nowhere to go.

On October 9, 2024, a Florida Highway Patrol trooper found him and rushed to save his life. The rescue was captured on video, and the footage quickly spread across social media, touching countless hearts and drawing attention to the [da.nge.rs] faced by animals [a.ban.do.ned] during natural disasters.

DeSantis Warns Florida Pet Owners: Abandoning Dogs During ...

The dog was given a name that would eventually become part of Florida’s history: Trooper.
His rescue also led to an investigation. Just days later, his former owner was [ar.rest.ed] on an aggravated animal [cr.ue.lty] charge.
But Trooper’s story did not end with his rescue. It helped inspire a law designed to protect other animals from suffering the same fate.

On May 28, 2025, DeSantis signed Trooper’s Law into effect, with the law taking effect that October. Under the law, restraining a dog outside during a qualifying natural disaster and then [abandoning] the animal is a third-degree felony, punishable by up to five years in [pr.is.on] and a fine of up to $10,000.

Two years after Trooper was found fighting for his life in rising floodwaters, his story became a powerful reminder that pets must never be forgotten when [di.sas.ter] strikes.

As another hurricane approached Florida in October 2026, DeSantis urged residents to include their animals in evacuation plans. Officials reminded the public that every county in Florida had at least one pet-friendly shelter. The state also encouraged lodging businesses to ease pet restrictions and waive pet fees to help families evacuate with their beloved companions.

While the warning was directed at the public, Trooper himself had already found the happy ending he deserved.
After his rescue, the Leon County Humane Society cared for him and helped him find a loving home with Frank and Carla, a couple who had already rescued another bull terrier named Dallas.

When Trooper met his new canine companion, something beautiful happened. The two dogs approached each other, gently pressed their foreheads together and wagged their tails, as if welcoming one another into their new lives.

In December 2024, the rescue organization announced that Trooper had been adopted. Not long after settling into his new home, his family shared a photograph of him resting peacefully on their couch.
It was a simple picture, but it told a story words could hardly capture.

Once, Trooper had stood helplessly beside a highway, surrounded by rising water, with no way to save himself. Now, he had a family who loved him, a dog to keep him company and a comfortable place where he could finally rest without fear.

Florida Shelters Scramble to Evacuate Animals in Path of Hurricane ...

The dog who had once been [a.ban.do.ned] in the middle of a hurricane had found safety, love and a second chance at life.

And perhaps the most meaningful part of his story is that his name became more than just a reminder of the brave officer who saved him. It became the name of a law intended to protect countless other dogs from being [a.ban.do.ned] when they need their humans most.

Trooper could not change what happened to him, but his [survival] helped make a difference for others.
